showing (1) expenditure up to date; (2) liabilities on
account of works already in hand; and (3) estimated cost
of works not yet commenced but urgently required, which
expenditure, liabilities and estimated cost are or will be
charged to this item and amount in all to $82,000 against
$40,000 provided in the Estimates.

The excess is due in the first
instance to the resumption of Hunghom Inland Lot 220 which
was decided on last year after the Estimates for 1906 had
been prepared. The resumption was forced on the Government
by an application from the owners of certain portions of
the lot to re-erect their buildings on the lot in a more
substantial style. This application could not legally be
refused without a resumption of the property and if acceded
to would have involved the Government in far greater ex-
-pense later on in making the 100 foot Kowloon-Hunghom
Road. $25,000 were paid for the resumption in 1905 out of
that year's item for "Forming and Kerbing Streets" which
was the only one available, it not being considered desir-
-able to announce before hand the proposed acquisition by
taking a special vote for it. The acquisition was arranged
